Getting Started

LDAFile is a novel web application that will reduce the time burden and cost of LDA reporting. LDAFile helps you complete your lobbying disclosure registrations and reports quickly and accurately, AND files your forms with Congress.

The LDA forms can be confusing, particularly the different Registrant IDs issued by the House and Senate. LDAFile has simplified the reporting forms by storing and automatically filling in certain information, including:

  • Registrant details
  • House and Senate IDs
  • Lobbyists
  • Client details

Additionally, previously filed Quarterly Reports can be auto-filled so repetitive information need not be entered.

What You Need to Get Started

First time Registrants (that is, organizations employing lobbyists, or self-employed lobbyists) must obtain a Senate ID and password before filing LDA forms. To obtain a Senate ID and password, you must submit the form on the Senate site: http://soprweb.senate.gov/

If you are filing a New Lobbying Registration (LD-1) you only need your Senate ID and password. Your House ID will be sent to you after you file (there is no House password).

If you are current Registrant, you will need your House ID in addition to your Senate ID and password.

You enter this information in the LDAFile Account Manager. You only enter it once; LDAFile will add it to your forms.

Follow these steps:

  • Subscribe to LDAFile
  • If you are filing as a New Registrant, get your Senate ID and password here: http://soprweb.senate.gov/
    • When you receive your Senate ID and password, enter them in the Account Manager.
    • From the Report Center, select File New Report. Select LD-1, New Lobbying Registration. Complete the steps and file the form.
    • You will receive your House ID directly from the House. Enter it in the Account Manager.
  • If you are a Current Registrant, enter your Senate ID and password and House ID in the Account Manager.
  • You are ready to file new client registrations and quarterly activity reports. From the Report Center, select File New Report.

The Lobbying Disclosure Act requires lobbying firms and organizations employing in-house lobbyists to register when they meet income/expense minimums, have an employee who meets the definition of a lobbyist, and make more than one lobbying contact.
